Russia Enters the Top Five Trading Partners of Brazil

These assessments were made following the meeting of the Russia–Brazil High-Level Cooperation Commission.

Russia is interested in developing joint projects in agriculture and food security, said Maxim Reshetnikov, Minister of Economic Development of Russia, commenting on the outcomes of the recently held meeting of the Russia–Brazil High-Level Cooperation Commission.

Today, Russian exports are mainly mineral and chemical products, primarily fertilizers and petroleum products. The next step, however, is to diversify trade. Promising areas of cooperation include energy and joint resource development, localization of Russian fertilizer production in Brazil, pharmaceuticals, engineering, IT and cybersecurity, biotechnology, and education.

The program of the Russia–Brazil Business Forum in Rio de Janeiro in July 2025, organized by the Russia–Brazil Business Council and the Roscongress Foundation under the Roscongress International brand, featured panel sessions such as “Russia–Brazil Partnership in Ensuring Food Security,” “Investment Cooperation between Russia and Brazil: Reliable Solutions for a Sustainable Future,” and “Presentation of Potential Initiatives, Projects, and Solutions to Promote Bilateral Cooperation between Russia and Brazil.” In addition, through the Roscongress International platform, B2B and B2G meetings were held with representatives of large and medium-sized businesses, as well as heads of public and government structures from Russia and Brazil.

Geraldo Alckmin, Vice President and Minister of Development, Industry, Trade and Services of Brazil, stated that Russia could increase its investments in Brazil, particularly in sectors such as chemicals, fertilizer production, energy, industrial equipment, and infrastructure. He also noted that there is potential for expanding the presence of Brazilian companies in the Russian market — in the segments of food products, machinery and equipment, medical devices, and agricultural technologies.

These projects are expected to be discussed in June at the St. Petersburg International Economic Forum, organized by the Roscongress Foundation. Previously, the Brazilian Agency for the Promotion of Exports and Investments (ApexBrasil) participated in the Forum, and the Brazilian regulatory agency Anvisa took part in BRICS regulators’ meetings at SPIEF-2024. In 2025, a dedicated session titled “Russia–Brazil Dialogue” was included in the Forum’s program.

Russian Prime Minister Mikhail Mishustin officially invited representatives of Brazilian business to participate in SPIEF-2026. Last year, the Forum saw the signing of more than 1,000 agreements between various countries and Russia, totaling over USD 80 billion.

The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.
